No, a list server cannot be used. (Of course, you can use distribution lists; for an explanation of the difference, see the related FAQ article below.)

The reason for this is that in shared hosting, the number of mails that can be sent at most per hour must be limited to avoid unwitting, unwilling spam. Sooner or later, many customers have viruses on their machine or malicious software in their web space. In order to avoid damage, the number of outgoing mails per hour is limited. (For planned newsletters you can mail to an unlimited number of recipients, there is no restriction.) Discussions that are conducted via list servers can quickly generate a large number of mails, because every list participant reaches all other list participants with his reply to an email. Thus, the outgoing mail limit would be reached quickly and the outbox would be blocked automatically. List servers therefore make sense only on web space accounts that have no outgoing mail limit. This is only possible if you use your own IP address, which is only available to you. There is no need for a mailing restriction, because other customers can not be affected by spam sent from an address on dedicated IP addresses.

To operate a mailing list, you therefore usually need at least a virtual private server (vserver, VPS) with its own IP address. In shared hosting, list servers cannot be offered safely.
